Water Connection Update

Dear MUD 304 Residents,

In the past 24 hours, the surface water connection to the water plant was lost and all water being used was well water. We quickly contacted MOC and Central Harris County Regional Water Authority and were notified that the valve connection for the surface water was down. As of now, all connections have been fully repaired and the water plant is back to normal working condition.

Delinquency and Termination Process

Please be advised that during last month’s regular scheduled meeting on Thursday, February 15, 2024, at 6:00 p.m., at 12525 Wellington Parkway, Houston, Texas 77014 (Administration Building), a designated meeting place of the district the board of directors unanimously voted to reinstate the delinquency and termination process. Our next regular schedule monthly board meeting will be held on Thursday, March 21, 2024, and we will present our first delinquency list for approval of termination of water services. We encourage everyone to review their account and make a payment on the past due amount to avoid late fees and service interruptions. Beginning March 18th, 2024, we will be sending out delinquent letters and door tags on accounts that are in arrears. Notice- Water System Flushing

Due to a natural occurrence in surface raw water characteristics, which are common, or emergency mechanical repairs in your water production and treatment system we will experience a limited aesthetic, taste, odor, or color issue(s). Our first responders and repairs teams are aware, in route, and currently working to resolve the issues to restore service as soon as possible. Please be advised that “Aesthetics -Taste, Odor and Color” are EPA Secondary Standards and pose no health risk. Our Certified operators and laboratories are conducting routine sampling per Texas Commission on Environmental Quality rules and regulations and should a precautionary or required Boil Water Notice be required we will issue as prescribed in PWS 30 TAC, subchapter F, Section 290.122(a), PWS 30 TAC 290.109(b)(1)(A-D)], PWS 30 TAC 290.46(q)(4), & PWS 30 TAC 290.46(q). Currently the restoration time is unknown but, in most cases, services are normally restored within 4-8 hours. Please check with your Municipal Utility District Website for additional updates.

Freeze Preparations

Due to the artic front moving across the Continental US and through the State of Texas early next week we encourage all Precision Utility customers to make advance preparations which include the following: wrap exposed piping, cover plants, or bring them inside, and take care of your pets. We also encourage to conservatively, due to water supply, drip a faucet during freezing temperatures, to prevent leaks. The dripping of faucets will minimally affect your water bill and be a lot less than making repairs. We are expecting cold temperatures for a few days and our Texas winters are technically December, January, and February. At this time, we are not expecting sleet, snow, or high winds; should those factors arise our call center will remain closed, but our on-call personnel will be on standby. If roads are impassable, we will reconvene when it is safe for travel. As always, when we receive service requests, we will be in-route to restore utility services as soon as possible, and when it is safe for crews.

CHCRWA terminates Stage 2 of its Drought Contingency Plan, Stage 1 remains in effect

The Central Harris County Regional Water Authority is lifting Stage 2 of its’ Drought Contingency Plan (DCP), due to reduced demand. Please keep in mind that Stage 1 of the DCP remains in effect.

We thank you for your cooperation during the implementation of Stage 2 of its DCP. We will continue to monitor water use and will provide further notice if the drought stage changes or if Stage 1 drought conditions are lifted.

Implementation of Stage 2 of Drought Contingency Plan

 Due to minimal rainfall and persistent high temperatures throughout Harris County, please be advised that the Central Harris County Regional Water Authority (the “Authority”) will enter Stage 2 (Moderate Drought) of its Drought Contingency Plan (“DCP”), effective August 27, 2023. The Authority has determined that it is necessary to trigger Stage 2 in order to facilitate compliance with its Groundwater Reduction Plan and the requirements of the Harris-Galveston Subsidence District.

The Authority’s DCP currently provides that Stage 2 may be triggered if the City of Houston (the “City”) reduces the quantity of its supply of water to the Authority by more than 10% but less than 20% for five (5) consecutive days or if the City has implemented Stage 2 of its DCP. Although the City has not reduced its supply of water to the Authority to date, the City has issued notice of its intent to enter Stage 2 of its drought contingency plan on August 27, 2023, and requested the implementation of mandatory water conservation measures. Accordingly, the Authority has elected to trigger Stage 2 of its DCP and hereby requests that all Member Districts implement their respective drought contingency plans and mandatory water conservation measures beginning August 27, 2023. 

During Stage 2, the Authority recommends that the Member Districts, at a minimum, restrict and/or prohibit non-essential water use for the following activities: (1) street washing; (2) fire hydrant flushing; and (3) filling of swimming pools. The Authority will continue to monitor water use and will provide further notice if the drought stage changes or if Stage 2 conditions have been lifted.
